Belize closing costs explained

What a foreign buyer should budget at the transfer, and what we will not turn into a single percentage. The legal context is in the buying guide.

Stamp duty is the transfer tax
Section 72 of the Stamp Duties Act charges duty on the value of the land or the consideration, whichever is greater. In the Revised Edition 2020 the first BZ$20,000 is exempt. On the amount above that, a citizen of Belize or a Belizean company pays 5%. A transferee outside the citizen, Belizean-company, and qualifying CARICOM paragraphs pays 8%. A foreign individual buyer should plan around the 8% category unless an attorney shows that a different paragraph applies.
The U.S. State Department's 2026 Investment Climate Statement describes 8% on foreign transfers valued at more than $5,000. That threshold is not the BZ$20,000 band in the Act we read, and the 2024 and 2025 stamp-duty amendments do not replace section 72. At the Central Bank peg, BZ$20,000 is US$10,000. Get the Commissioners' opinion, which section 73 requires, before you wire a tax estimate.
An illustration, not a quote
Take a contract price of BZ$400,000, which is US$200,000 at BZ$2 to US$1. Assume the buyer is a foreign individual and the Commissioners apply the Revised Edition table: exempt the first BZ$20,000, then 8% of BZ$380,000. That arithmetic is BZ$30,400, or US$15,200 at the peg. It ignores attorney fees, registry fees, and a survey.
If the exempt band is smaller than BZ$20,000, the duty is higher. We are not publishing a second official number from the State Department's $5,000 line, because that line does not say which currency it uses. This illustration is the section 72 math. It is not an assessment.
What else is on the statement
- Attorney fees. No statute sets them as a percent of price. Ask for a written quote on this file.
- Land Registry fees, from the Ministry's fee schedule, which depends on the title type.
- A survey, only if you commission one.
- The Central Bank notice for a resident and non-resident transfer. Budget the Bank's process. Do not invent a filing fee.
- GST. The State Department says the 12.5% general sales tax was removed in 2025 from the sale of land intended for residential use. Confirm the contract in front of you.
Questions buyers ask
What is the transfer tax when you buy land in Belize?
Stamp duty is the transfer tax. The Stamp Duties Act does not add a second, separately named property-transfer tax on top of it. Duty is charged on the value of the land or the consideration, whichever is greater.
How much is stamp duty for a foreign buyer?
Under section 72 of the Stamp Duties Act (Revised Edition 2020), the first BZ$20,000 is exempt. On the amount above that, a transferee who is not a Belizean citizen, a Belizean company as the Act defines it, or a qualifying CARICOM national pays 8%. A Belizean citizen or a Belizean company pays 5% on that same excess. The U.S. State Department's 2026 Investment Climate Statement instead describes an 8% rate for foreign persons and foreign-controlled companies on transfers valued at more than $5,000. Those two thresholds do not match. Ask a licensed Belize attorney to get the Stamp Commissioners' opinion before you rely on either figure.
Does buying through a company lower the stamp duty?
Not by itself. A company is a Belizean company for section 72 only if it is formed in Belize and is not foreign-controlled. The Act treats a company as foreign-controlled when half or more of the shareholders, directors, issued share capital, or votes are held for people who are not citizens of Belize. Section 73A can also charge section 72 duty when shares carry a right to possess or occupy land. Have an attorney read the structure before you assume a company purchase avoids the 8% rate.
Who pays the stamp duty, the buyer or the seller?
Put it in the contract. Section 73A of the Stamp Duties Act puts the duty on an agreement for sale on the purchaser or occupier. For the transfer itself, section 73 says the person liable to pay submits the instrument to the Commissioners. Do not rely on a custom you read on a blog.
Are attorney fees a fixed percentage of the price?
No published national percentage sets a Belize attorney's fee for a conveyance. Registry fees come from the Lands Department fee schedule, and a survey is quoted separately if you commission one. Ask your attorney for a written estimate on the specific parcel. This site does not publish an all-in closing-cost percentage.
Is general sales tax charged on a residential land purchase?
The U.S. State Department's 2026 Investment Climate Statement says that in 2025 the government removed the 12.5% general sales tax from the sale of land intended for residential use. Confirm whether your contract is residential land only, includes a building, or is commercial. The statement is not a ruling on your deed.
What does the Central Bank of Belize require at closing?
When a resident and a non-resident transfer real property, the Central Bank asks for prior written notice under Statutory Instrument No. 106 of 2020, and it publishes the form and the identity documents it wants. The Lands Department checklist still asks for an exchange-control permission document. The labels differ. Your attorney should satisfy the document the registry currently accepts.
