Buying property in Belize

A practical guide for a foreign buyer of private land in Belize. Belize is Point Realtor's active market. Florida is a waitlist, and this guide does not apply to Florida. We publish a listing on this site only after it exists. The figures below are tied to public sources, and the places those sources disagree are marked.

1. Who can own
A foreign buyer can hold titled, privately owned land. The U.S. Department of State's 2026 Investment Climate Statement says Belize generally has no restrictions on foreign ownership and no immigration or residency restrictions for private land ownership. You do not have to live in Belize, and you do not have to join the Qualified Retired Persons program, to buy that kind of land. The purchase does not, by itself, make you a resident or a citizen.
National land is different. The same State Department statement says foreign and non-resident investors are not allowed to acquire national leased property. Belizeans who hold a government lease may later apply to convert it to fee simple. That is not a path for a foreign buyer. Before any deposit, ask your attorney to confirm the parcel is private titled land.
A transfer between a resident and a non-resident goes through the Central Bank of Belize for exchange control. The Bank's current page asks for prior written notice under Statutory Instrument No. 106 of 2020, and it says a confirmation is emailed after the form and identity documents are submitted. The Ministry of Natural Resources transfer checklist still asks for an exchange-control permission document. The labels do not match. Your attorney should file whatever both offices currently accept.
2. Freehold and title
Freehold is ownership of the land itself. A government lease of national land is not freehold, and it is the interest the State Department says foreign buyers cannot acquire.
Belize does not use one title document. The State Department lists three freehold documents in use together:
- Deed of conveyance
- Transfer certificate of title
- Land certificate
Registered land and unregistered (deed) land both exist. The first question on any parcel is which system it sits in. The State Department also reports investor concerns about land-title insecurity, poorly conducted surveys, and no public multiple-listing service. Adverse possession can be enforced only by order of the High Court, after uninterrupted possession of at least 30 years on national land or at least 12 years on registered land.
On Ambergris Caye, coastal and island parcels have a reputation for survey and access problems. Treat that as a reason to search the title, not as a reason to skip the island. The San Pedro market page covers how the island is laid out.
3. The purchase, step by step
Statute does not set a number of days. The order below is how a careful purchase is actually done.
- Hire your own licensed Belize attorney before you pay a deposit. The seller's attorney acts for the seller.
- Identify the title type and the registry entry for that parcel.
- Have the attorney search the title for mortgages, liens, caveats, and other interests, and check whether land tax or town rates are outstanding.
- Agree the contract in writing: price, currency, what is included, who holds the deposit, and the conditions that release it. Belize law does not set a standard deposit percentage. The number belongs in the contract.
- If a non-resident is a party, complete the Central Bank notice for the transfer of land. Use the form on the Bank's site.
- Commission a survey when boundaries, acreage, or access are unclear. The State Department specifically flags survey quality.
- Submit the instrument to the Stamp Commissioners for their opinion on duty. Section 73 of the Stamp Duties Act requires that opinion.
- Pay the duty they assess. Under section 73A, an agreement for sale does not create legal rights until the duty on it is paid and it is registered.
- Sign the transfer document that matches the title type. The Ministry's checklist for a transfer includes the original land certificate if one was issued, the exchange-control document, form RL1 in duplicate, registry fees, and stamp duty on a sale, exchange, or gift.
- Register the transfer at the Land Registry. Until it is registered, do not treat yourself as the owner.
4. Attorneys and title searches
The State Department says there are no laws governing real estate brokers or agents in Belize, and no required training or certification to buy or sell property. The professional who searches title and registers a transfer is a licensed Belize attorney. Point Realtor does not publish a brokerage license number. A title search looks for the chain of ownership and for interests that do not show up in a listing photo: a mortgage, a caveat, a disputed boundary, unpaid tax, or a survey that does not match the ground. The State Department's note on land fraud is the reason this step is not optional.
5. Stamp duty
Stamp duty is the transfer tax. There is not a second, separately named property-transfer tax on top of it. The full worksheet, including a labeled illustration of the statutory math, is on the closing costs page.
Section 72 of the Stamp Duties Act (Revised Edition 2020, which incorporates Act No. 42 of 2017) charges duty on the value of the land or the amount of the consideration, whichever is greater.

A company is not a "Belizean company" for this section if it is foreign-controlled. The Act treats a company as foreign-controlled when half or more of its shareholders or directors are not citizens, or half or more of the issued share capital or voting rights are held for non-citizens. Buying in a company does not automatically get the 5% rate. Section 73A can also charge section 72 duty when shares carry a right to possess or occupy land. A share deal is not a way to assume the duty disappears.
The U.S. State Department's September 2026 Investment Climate Statement describes the foreign-person and foreign-controlled-company rate as 8% for land transfers valued at more than $5,000, and 5% for transfers involving Belizeans and CARICOM nationals. We read the 2024 Stamp Duties amendment bill and the 2025 amendment act. Neither one replaces the section 72 rate table, and neither one explains the $5,000 versus BZ$20,000 difference. At the official peg, BZ$20,000 is US$10,000. The State Department figure does not say whether it means Belize dollars or US dollars. Have the attorney get the Commissioners' opinion in writing before you rely on either number.
Who writes the check is a contract term, except that section 73A puts the duty on an agreement for sale on the purchaser or occupier. Say who pays in the purchase agreement.
6. Other closing costs
Beyond stamp duty, budget for items that are quoted per file. We do not publish an all-in percentage, because no statute sets one.
- The attorney's professional fee and disbursements
- Land Registry fees, from the Lands Department fee schedule
- A survey, if you commission one
- Bank wire charges, and any Central Bank filing cost
- Outstanding land tax or town rates the search turns up, which a contract usually requires the seller to clear
General sales tax: the State Department says that in 2025 the government removed the 12.5% GST from the sale of land intended for residential use. Confirm whether your contract is residential land, includes a building, or is commercial. Do not assume the exemption from this sentence.
7. Financing
Plan on paying the price from funds you already have, unless a specific seller offers financing in the contract and your attorney reviews it. This site does not quote interest rates, and it does not offer loans.
The Central Bank's current land-transfer page regulates the transaction for exchange control. It does not advertise mortgages for non-residents. An older Central Bank direction (Direction No. 15 of 2014) said non-residents are ordinarily required to pay in full, with mortgage applications considered for non-resident Belizean nationals and for non-residents putting substantial external funds into productive enterprises. Treat that direction as history, not a current loan offer. Ask the bank, and ask the Central Bank's exchange-control unit, what they require today.
A lender in your home country will usually not take a mortgage over land in Belize. Get that answer from the lender in writing. Do not sign a purchase agreement that depends on financing you have not confirmed.
8. Currency
The Central Bank of Belize has held the Belize dollar at BZ$2.00 to US$1.00 since May 1976. The Bank's published buying rate for US dollar instruments is BZ$2.00. Commercial banks can quote a small spread on the selling side. Prices in conversation may be in either currency. Write the currency into the contract.
9. QRP and residency
The Qualified Retired Persons program is run by the Belize Tourism Board. It is a residency incentive program. It is not citizenship, and it is not a requirement for buying property. Other residency routes exist through Immigration. This page does not describe them.
The Board's program page and the State Department's 2026 description line up on the core tests:
- Age 40 or older. Older guides that say 45 are out of date.
- Income of at least US$2,000 a month, or US$24,000 a year, from a source outside Belize. The Board's page names the US dollar, pound sterling, the euro, and the Canadian dollar as accepted currencies.
- A written undertaking to deposit that income in a bank, credit union, or licensed financial institution in Belize.
- A security clearance carried out by the Ministry of National Security.
- At least 30 consecutive days in Belize each year. That presence test is on the Board's page.
The Board publishes an application checklist: identity documents, a police record, proof of income, and a medical examination. The checklist describes that exam as including an HIV test. Eligibility is also limited to countries the Board lists. The list includes the United States and excludes Belize itself from the Commonwealth countries. Read the live list. Do not treat this paragraph as the form.
The State Department says approved participants may import personal effects and approved means of transportation free of customs duties and taxes. It also says that as of 2025, beneficiaries can engage in business in Belize if they invest at least US$500,000 and employ at least five Belizean citizens. Older descriptions said participants could not work for pay. Confirm which rule applies to you with the Board.
Summaries often say income from outside Belize is free of Belize tax under the program. The State Department description we relied on highlights the customs exemption and the income test, not a line-by-line tax statute. Read the current incentive list on the Board's site, and have a tax adviser confirm it, before you move money or resign a job because of a website sentence.
10. Property tax
Two different annual bills, depending on where the parcel sits.
Outside town boundaries, the Ministry of Natural Resources says land tax is 1% of unimproved value. Unimproved means the land as if it were bare. The Ministry's valuation FAQ points to a schedule of values by district, size, and category, including agricultural land, suburban land, beaches and cayes, and village lots. The tax on a specific parcel is whatever the Ministry has assessed. A back-of-the-envelope reading of the schedule can be wrong. In April 2025 the Cabinet approved moving land-tax collection to the Belize Tax Service. Ask the Ministry, or the Tax Service, for a statement on the parcel.
Inside a town, including San Pedro Town, the bill is a town rate set by the local council. It is not the rural land-tax calculation. We do not publish a San Pedro rate, because we could not confirm a current council figure from a primary source. Ask the San Pedro Town Council before you model carrying costs.
11. Selling and renting
Belize is often described as having no separate capital-gains tax on a private resale of real estate. We did not find a statute, on a government site, that uses those words. The State Department's free-zone section lists an exemption from capital gains tax among zone incentives. That is a reason not to treat "no capital gains tax" as a blanket rule for every seller. Our Belize market page used to say it in one line. This paragraph is the careful version.
A circulated copy of the Ninth Schedule to the Income and Business Tax Act sets 3% on rents and other receipts from real property, excluding receipts from a real estate business, and 1.75% on gross receipts of real estate sales, developers, condominium owners, and fractional interests. We could not pull a current consolidated Act from a government domain, so those two rates are not confirmed here. Confirm the schedule with the Belize Tax Service. Whether a sale is a private disposal or a real-estate business is a judgment for a Belize tax adviser.
If you are a United States person, the United States taxes worldwide income. A Belize rule does not switch that off. That is a question for a US adviser, not for this page.
12. What to confirm before you send money
- That the parcel is private titled land, not a national lease
- Which of the three title documents applies, and a current search
- A survey, if boundaries or access are unclear
- Who holds the deposit, and on what conditions it is released
- The stamp-duty category and the Commissioners' figure
- The Central Bank notice the registry will accept
- Outstanding land tax or town rates
- Whether GST applies to this contract
- Road, boat, power, and water for the specific parcel
- Your home-country tax, if you are taxed on worldwide income
